Grant Roadmap for Living Shorelines

Compiled by Dr. Avery Chen, Director of Living Shorelines • Updated March 2025

Phase 1: Discovery & eligibility (Weeks 1–4)

  • Define your shoreline reach, adjacent habitat, and target community outcomes.
  • Collect three years of storm impact data to support resilience metrics.
  • Engage stakeholders: harbor authority, local NGOs, and nearby property owners.

Phase 2: Align funding pathways (Weeks 5–8)

Most municipal clients pursue dual-track funding: a NOAA Transformational Habitat Restoration grant paired with FEMA BRIC (Building Resilient Infrastructure & Communities) funds. Flumberico packages the data in parallel to minimize rework.

Program Max award Key requirement
NOAA Transformational Habitat $12M Living shoreline must demonstrate habitat uplift and community benefits.
FEMA BRIC $50M Design must reduce future hazard costs and include environmental co-benefits.
State Resilience Trusts $5M Varies by state; matching funds typically required at 20%.

Phase 3: Design & documentation (Weeks 9–18)

Flumberico’s Living Shoreline Lab develops concept renderings, engineering drawings, and ecological uplift forecasts. Key deliverables include:

  • Hydrodynamic modeling and sediment analysis.
  • Species inventory and oyster reef suitability index.
  • Stakeholder engagement plan with letters of support.

Phase 4: Submission & stewardship (Weeks 19–26)

We manage portal submissions, respond to reviewer feedback, and build an implementation roadmap with local contractors. Post-award, Flumberico offers stewardship services to guarantee grant compliance for the first 24 months.
